Two reasons. One, I think laws designed to apply to single individuals are bad ideas, setting horrible precedents. The King of the Kingdom of Talossa attempted to pass one against me and I learned a few things about bills of attainder.
Secondly, the deadlock (or near-deadlock, to be sure) in the CoD shows that this is not an easily settled issue. The Chamber couldn't come to a definite conclusion, only garnering a single Për vote. Granting assent to a law with minimal approval is also not a good idea, in my opinion.
