The former. Official edicts from the Loyalist provinces seem to take a million years to process.

L'Icastolâ dal Repúblicâ can make any official policy it likes. But to avoid dialecticising the language, such a policy would be phrased as "we believe this should happen" rather than "this is the way it would be", until we get explicit buy-in from at least some of the reasonably proficient Loyalists. Have they been informed that this discussion is going on?
