    Answer 2) is correct. I quote from the law which you do not seem to be able to read:

    L'Icastolâ is self-governing. Until it provides otherwise, it shall be chaired and administered by the Minister of Culture.

    I have already worked out a plan for how we can do this. Actually, I sent it to the Seneschál weeks ago - if he has not passed it onto you, I can only comment that there's a sad lack of communication in the Peculiarist cabinet. So here it is again:

    The Language, History and Culture Act (Federal Code II.1.1) provides as follows:

    L'Icastolâ dal Repúblicâ is the official agency of the Talossan language
    in the Republic. It consists of all citizens of the Republic interested in
    the learning, teaching and using of el glheþ naziunál.

    L'Icastolâ is self-governing. Until it provides otherwise, it shall be
    chaired and administered by the Minister of Culture.


    Therefore, the procedure for choosing a head of l'Icastolâ who is not
    Minister of Culture would be to convene a meeting of all members of
    l'Icastolâ so they can have a vote.

    Therefore, the procedure to follow would be:
    a) for the Minister of Culture to call a General Meeting (in the national
    language, "Sîançâ") of all Republic citizens interested in the Talossan
    language;
    b) for that meeting to elect a formal head.
