    my mother tongue has even an institution which may legaly issue some wholesome changes and it does it time to time (in some 20-50 years period) to modernise the literary language :)

    Those changes in the orthography of German don't happen to occur from one day to the other. I takes eons of debates amongst delegates from all countries with resident populations of native speakers of German, and then local cultural authorities have their say... this is, in Germany, 16 state governments that are autonomous in cultural affairs. ;-)
