Those changes in the orthography of German don't happen to occur from one day to the other. I takes eons of debates amongst delegates from all countries with resident populations of native speakers of German, and then local cultural authorities have their say... this is, in Germany, 16 state governments that are autonomous in cultural affairs. ;-)
